Description

This is to do the real implementation of the Hebrew RBNF changes that were begun in cldrbug 6800:, but then mostly rolled out because of problems with backwards compatibility and ICU parsing. This ticket may end up depending on some ICU implementation changes.

This is hard to debug in ICU. I can get the revised %hebrew and the new %hebrew-item rules into CLDR, and ICU will pass all its tests. I'm having a difficult time getting them to co-exist with %hebrew-isolated, %hebrew-alternate and %hebrew-alternate-isolated. There seems to be parsing problems in the calendar system of ICU, and the bug isn't easily clear to me. I know that the Hebrew item type was important. So I'll check that in.

The problem may be due to the ambiguity for ׳ and its meaning in some of the rules. I'll leave the rest to Kent to debug further and to decide what to do next in a new separate Trac ticket for him to submit.
