locale key with zero type subtags: always imply true?

Unicode locale keys can have zero or more type subtags. LDML spec part 1 section 3.6.1 Key And Type Definitions says: "If the type is not included, and one of the possible type values is "true", then that value is assumed."

It would be nice if we could simplify this to "If the type is not included, then the type "true" is assumed."

This would allow implementations to normalize back and forth between a single subtag "true" and no subtags, without need for lists of valid type values per key.

This change depends on the outcome of ticket:7891.

I just documented for ticket:7891 that kr requires one or more reorder codes. I suggest we move forward with this ticket here.
