Deprecate unused and unwanted elements and attributes

I suggest deprecating and documenting all of the following:

  1. attribute: validSubLocales

We have this as deprecated on collation

<deprecatedItems type="ldml" elements="collations" attributes="validSubLocales"/>

But it is actually deprecated on all elements, and we don't have any instances in CLDR. So we should change the above to:

<deprecatedItems attributes="validSubLocales"/>

  1. attribute: version of <collations>

We never use it, nor need to. (We have a version under <identity>).

Note that the <collations> version is the UCA version: http://unicode.org/repos/cldr/trunk/specs/ldml/tr35-collation.html#Collation_Version

That one should be left to ticket:7902

Deprecated validSubLocales throughout.

Per Markus - retaining collations/version.

Any others needed, please file a separate ticket for 28.
