Make bcp47 collation reordering tags be explicit

We have the following:

However, the reorder codes are limited to
space, punct, symbol, currency, digit, others
+ script codes
-Kata, -Zyyy, -Zinh

It would be far better if those were explicit.

We could have one special code:

SCRIPT_LIMITED = any valid script code except Kata, Zyyy, Zinh

Or what would be more voluminous but cleaner—thus what I favor—would be to explicitly list the Script codes that are in the version of Unicode for CLDR, so add:

<type name="Latn" .../>


We can have a test to make sure those are current.
