Description

Fix Mixed content issues. Loading URLs via @import http:// in CSS is bad :(

This CL kills a wide number of mixed content issues.

ATTENTION REVIEWERS:
1- There is a tiny chance that the resource you are loading is only available over HTTP. The easiest way to check is to try to load the import via https and verify it works.
2- This CL affects a small number of unit tests that have no reason to be modified, it's OK to keep them.

I said I would pass the report along.
