Description

I recently reviewed the fix for bug:7226, and it's wrong. The value for 11 and beyond should have gone to =%spellout-cardinal-masculine= as it was originally, but instead of 0 it should have been 11.

Right now, all values larger than 10 have the value of 10, which is wrong. I shouldn't have implemented the submitter's suggested fix.
