Same thing happens with ja_JP_TRADITIONAL; and for both, it happens not just in data/curr/ but also in data/lang/, data/region/, etc.

Actually, not just with ja_JP_TRADITIONAL too; the same thing happens with everything in ice-locale-deprecates.xml, they all end up in data/curr/, data/lang/, data/region/, data/zone/ in addition to data/locales/; and in each of those directories they are also listed in resfiles.mk in the XXXX_SYNTHETIC_ALIAS list.

Need to figure out what the desired behavior is here.
