Adjust figures for English speaking populations

Someone pointed out that we list no English speakers in Brazil, which is clearly false. We should add more 2nd language speakers.

Use http://en.wikipedia.org/wiki/List_of_countries_by_English-speaking_population as a start to improve the figures for the top countries.

To get those countries to focus on, I put together a spreadsheet that filters by >1M Total English Speakers && > 10% of the population.


For each country, if the figures are significantly different than what we have, then check the primary source. There is a big difference between:

a) "speaks some English" or "learner", and
b) "is functional" ( enough to use a UI on a computer or mobile device).

We only really want (b), so that sometimes takes some detective work on the primary sources.

The most-used primary source listed for the Wikipedia page is a book I don't have access to. I ran through the Google-doc looking at each one. Most of them look reasonable, and I checked against some other sources. Then I ran through the Wikipedia page as well, looking at all of the smaller countries where English is widely spoken and added. Adjusted a number of figures, and added many new rows to the spreadsheet, where English wasn't listed for the country at all. By the way, added Brazil to the list with English speakers.
