Standalone abbreviated Finnish months are available:

I see that Microsoft has a Finnish Style Guide (PDF) that lists month abbreviations, although it doesn't discuss their use in formatted dates, as opposed to standalone.

There's also a recently opened JDK bug on this same issue, which does discuss formatted dates: Finnish months are formatted in long form, instead of abbreviated form
