nl: Swap quotation marks for start/end and embedded to reflect current common usage

Filing on behalf of Apple's in-house Dutch translator:

Current CLDR data for Dutch, lists double quotes for start/end of sentence and single quotes for a quote within a quote. See http://st.unicode.org/cldr-apps/v#/nl/LinguisticElements/.

However, this no longer reflects current and modern usage in the Dutch language. Most news papers, magazines, websites and books are using the reverse: single quotes for start/end, and double quotes for quote within a quote.

Note that there is not one official rule for quote usage in Dutch (see http://taaladvies.net/taal/advies/vraag/11) and text authors can use their preference. However, given the most common usage in current Dutch, CLDR should reflect that usage.

The proposal therefore is to change to:
End ’ (U+2019)
Start ‘ (U+2018)
embedded-End ” (U+201D)
embedded-Start “ (U+201C)
