Description

In Dutch locale currencyFormats-numberSystem-latn.standard is defined as "¤ #,##0.00;¤ #,##0.00-" which means that minus is added to the end for negative ammounts. But this is wrong, official organizations say that minus should be put before a number: ¤ -#,##0.00

OK, since the minus sign needs to go between the currency symbol and the value, we do need an explicit negative pattern as per the change here (otherwise we could have just deleted the negative pattern).
