It is marked as closed - fixed, but in reality it is not fixed.

Let's take Hindi, as a real example:

I think what happened is that we'd depended on the ST people to make the change. So the bug was closed because it was to be done in the survey tool.

Actually, in Apple our sources prefer the localized AM/PM strings (at least for hi and mr), but shorter than the CLDR versions (lately we have been focusing more on Indic localization than we did when cldrbug 4305: was discussed, and getting more input). So we don't support changing the Indic AM/PM to some version of unlocalized "AM" and "PM". After internal discussions, we are currently using the following in hi and mr for example (in ICU format):
