Latin-NumericPinyin error with "bàngōngshì"

Description

From http://bugs.icu-project.org/trac/ticket/11502:

Using "Latin-NumericPinyin" on the word "bàngōngshì", meaning "office" in English, results in "bang4ong1shi4", which is meaningless. The correct transliteration is "ban4gong1shi4"

This is using the version of ICU built in to OS X 10.10.1 via the CFStringTransform function.


Additional notes: bang4 is a valid pinyin syllable, but ong1 is not. Need to have enough lookahead (context rules) to partition as ban4gong1 so both syllables are valid pinyin.

There is also a similar problem with
jiānádà [incorrectly results in jian1a2da4 instead of jia1na2da4]
dàngāo [incorrectly results in dang4ao1 should be dan4gao1]
Hánguó [incorrectly results in hang2uo2 should be han2gua2]

And jìniànpĭn -> jin4ian4pin3 but should be ji4nian4pin3

Some of these we can handle with a general rule, like the following pinyin syllable cannot begin with 'i' or 'u'. Others we will have to handle with word-specific rules.
