zh, zh_Hant: update translation of city name Kashgar

We received an internal report that the Chinese way of writing the city name Kashgar is outdated both for zh and zh_Hant:

喀什葛尔 is the old name for the area and now is a part of the city 喀什市(Kashi City):

Our linguists feel that both zh and zh_Hant should use:

After discussing with our zh_Hant linguist, she feels that all Chinese locales should use 喀什 since it is a city in China. I changed zh and removed the entry in sub-locales so it will inherit.

Uh, zh_Hant is not a sub-locale of zh and does not inherit from it; this change has just deleted the localized value from zh_Hant and zh_Hant_HK (CLDR does not inherit across scripts; so zh and zh_Hant both inherit directly from root, as do sr and sr_Latn, etc.). We need to have the translation in both. Checking with John about whether we can fix this now.

Note: The parent inheritance defined in the <parentLocales> element in http://unicode.org/cldr/trac/browser/trunk/common/supplemental/supplementalData.xml supersedes inheritance derived by truncating the locale ID.

Well, it turns out this is moot, because the zone Asia/Kashgar has been deprecated, and data for it was removed per http://unicode.org/cldr/trac/changeset/11294 anyway.
