German narrow AM/PM should be narrower

Description

Currently in German we have this:

</dayPeriodWidth>
<dayPeriodWidth type="narrow">
	<dayPeriod type="am">vorm.</dayPeriod>
	<dayPeriod type="pm">nachm.</dayPeriod>
</dayPeriodWidth>

The narrow am/pm should be, well, narrow. Our localizers suggest:

	<dayPeriod type="pm">n.</dayPeriod>
</dayPeriodWidth>

We can invent novelties like this, but I think Germans will be confused about what those things are. You could hope to set a trend and make users learn...

This is a general problem with something that is not used, you can't collect a commonly used value for it. When time is written in German, 24-hour time is always used. (12-hour format is common in spoken German, with context or disambiguation; people will also use 24-hour format (for afternoon times) in spoken German for clarity.)

Our German linguists agree with TC, and proposes a change to the "noon" value as well (currently "Mittag") for consistency:

<dayPeriod type="pm">nm.</dayPeriod>

They also suggested a clean-up of the "wide" format, will file that separately.

Applied the suggested fix to both narrow and wide format, since ICU still looks at the wide format. Also took the opportunity to change the wide format of noon "Mittag" to match the adjective form "mittags" used in the other wide dayperiods.

OK, after e-mail discussion, it sounds like the wide forms should be reverted to vorm./nachm. as they were. There is time to do that if you do it right away.
