Per http://www.unicode.org/reports/tr35/tr35-general.html#Context_Transform_Elements, the only value currently specified for <contextTransform> elements is "titlecase-firstword"; in some cases "∅∅∅" is used to undo a parent locale's "titlecase-firstword" value.

Per the capitalization discussion in https://docs.google.com/document/d/1z8gtBLbWzYk9KUKGJMS9YwOMpdOZEj6lw8AtxMOsfNw/edit we decided to add "no-change" as an additional value to specify that no change should be made to the CLDR data for the given context and usage (this has the same effect as the absence of data but shows that this behavior is intended instead of just being unspecified).

Added "no-change" (and changed pt_PT to use it, and updated LocaleMapper to handle it); clarified "∅∅∅" (spec).

I don't think we want ∅∅∅ in the casing at all; it should always be a specific value like no-change.
