Windows Time Zones: Mexico – Quintana Roo DST change

Description

As part of the recent Mexico – Quintana Roo DST change, Windows needs to create a new time zone, which will require a mapping update in CLDR.

Change details on Windows:

Mexico – Quintana Roo

  1. Impacted time zone: there is no existing time zone can be updated to accommodate Quintana Roo after the change. Thus we are creating a new time zone
  1. Change: create time zone with name “Eastern Standard Time (Mexico)”, display name “(UTC-05:00) Chetumal” and DST rules:

o Start: first Sunday of April @ 2:00 am moving forward the clocks one hour
o End: Las Sunday of October @ 2:00 am moving backward the clocks one hour

CldrBug:8154 updated windows-olson mapping data. Because I could not get any information if Windows create a new zone, I decided to map the zone America/Cancun to "(UTC-05:00) Bogota, Lima, Quito, Rio Branco"[SA Pacific Standard Time]. This windows zone seems to be only 'active' UTC-05:00/no DST zone. But I know it does not preserve historic changes.

After the change for CldrBug:8154 is done, I found http://blogs.technet.com/b/dst2007/archive/2015/02/06/upcoming-windows-dst-update-for-chile-and-mexico.aspx. At this point, it says - Microsoft is planning to release this update on Hotfix server at the beginning of March, 2015. Does it mean we cannot get the exact change by then?

For now, I relies on information included in official updates to Windows.

For Chile, I thought Microsoft would preserve "Pacific SA Standard Time", but changes the description to (UTC-03:00), so I did not change the mapping - America/Santiago and Antarctica/Palmer to "Pacific SA Standard Time". According to the blog post, it looks my guess was right.

As the blog says, Microsoft is going to create a new time zone for Quintana Roo, so America/Cancun should be mapped to the new "Eastern Standard Time (Mexico)".

You are correct for Chile that only its display name is changed to assign a new UTC offset.

These are the exact changes to be released in March, and they are documented in the blog article.
