Replacement attribute in supplementalMetadata aliases should be required

In our ldmlSupplemental.dtd, for the various type of aliases, we have, for example:

<!ELEMENT languageAlias EMPTY >
<!ATTLIST languageAlias type NMTOKEN #IMPLIED >
<!ATTLIST languageAlias replacement NMTOKEN #IMPLIED >
<!ATTLIST languageAlias reason ( deprecated | overlong | macrolanguage | legacy | bibliographic ) #IMPLIED >

In order for an alias to be truly valid, it MUST have both a type ( i.e. the "from" value ) and a replacement value ( the "to" value ).

I would propose that we change these from #IMPLIED to #REQUIRED , and removing those aliases that don't have replacements. We have had a few of these trickle into our data because a code got deprecated, but no replacement was provided. Bogus aliases such as this are currently causing some of our unit tests to crash, when using the modified ldml2ICU conversion structure as outlined in Cldrbug:6673
