Case validation does not seem to catch all issues (for month / day / etc.)

Description

According to this http://cldr.unicode.org/translation/capitalization the "Survey Tool now checks capitalization of items against the <casingData> within the <metadata> element; data for this comes from xml files in the CLDR common/casing/ directory"
Apparently that does not work properly.

But for Romanian that info is:

<casingItem type="month_format_except_narrow">lowercase</casingItem>
<casingItem type="month_narrow">titlecase</casingItem>
<casingItem type="month_standalone_except_narrow">lowercase</casingItem>

while the some of the month / day / quarter names are still uppercase:

(7 data sets are wrong, tried to include all the links, but the post is tagged as spam)

Those entries are incorrect, they should be lowercase, according to http://cldr.unicode.org/translation/date-time-names

I can file a bug against Romanian, but might also be an idea to check if the validation works properly.
