Description

I am proposing to contribute subdivision data to be included in the Unicode Common Locale Data Repository (CLDR) for version 28. Please find the proposal in the attached document.

I think you're referring to http://unicode.org/cldr/trac/ticket/1529#comment:17

Keghani considered combining the structures, but found it much too unwieldy. Thus the new structure.

In particular, there are countries (eg with ISO 3166 codes) that are also subdivisions: like HK. And there are many features of the subdivisions that just don't apply to country codes.

The first pass at the data. Some changes (mostly simplifications):

  1. The contains values don't include the code, eg 04 instead of AL-04.
  2. The type also doesn't include the code; there is a subtype if there are 3 levels. Makes it easier to do overall contains.

Examples:

<subgroup type="AL" contains="04 11 12 03 09 01 02 08 10 05 06 07"/>
<subgroup type="AL" subtype="04" contains="FR MK LU"/>

  1. There is no category attribute (like category="island"): need to research this a bit more to see if the ISO data is good enough for that.

  1. Where the subdivision matches a top level code, we supply an alias

Fixed a problem noticed by Doug, that we shouldn't have 001 in the list. Changes the data and the tool used to update the data from ISO data.

Updated the documentation on http://cldr.unicode.org/development/updating-codes/updating-subdivision-codes, and added to BRS as A11.1

In the record for subdivision ET-SN, the description:

Southern Nations, Nationalities, and Peoples'

should not have a trailing apostrophe.
