Deprecate and remove some data in supplemental

I think we should deprecate and remove the old structure for indicating distinguishing and deprecated, since they are no longer up to date (and we don't want to try to maintain them).

That would mean the following (and their attributes):

ldmlSupplemental.dtd

<!ELEMENT deprecated ( deprecatedItems* ) >
<!ELEMENT deprecatedItems EMPTY >
<!ELEMENT distinguishing ( distinguishingItems* ) >
<!ELEMENT distinguishingItems EMPTY >

<!ELEMENT blocking ( blockingItems* ) >
<!ELEMENT blockingItems EMPTY >

We never use the blocking data, and the only mention I can find is in a test:

        logln("Make sure that all and only blocking elements are serialElements.");

We also never use
<skipDefaultLocale>

We can also deprecate:

<attributeOrder>
<elementOrder>
<serialElements>

And as a part of http://unicode.org/cldr/trac/ticket/7911, deprecate

<suppress>

In /metadata, that would leave

<validity>
<alias>
<defaultContent>

Of these, only the first is properly metadata; the rest are real data that at least some implementations need.
