It would be helpful if the Survey tool could point to http://st.unicode.org/cldr-apps/numbers.jsp in order to increase awareness of the data in CLDR.

It's an interactive tool that allows testing arbitrary numbers in various locales. It doesn't allow submission of the data, but it provides a view for editing and test the rules.

The numbers section for each locale seems appropriate. I'm not sure under which subheading. If you want to specify a specific locale, you can try something like the following.

http://st.unicode.org/cldr-apps/numbers.jsp?locale=en

Substitute en for whatever language you want. The default is the web browser default. It will try to use fallback when the rules for the locale aren't found.

If you want to show a specific RBNF type, you can use something like the following.

http://st.unicode.org/cldr-apps/numbers.jsp?locale=en&type=SpelloutRules (default)
http://st.unicode.org/cldr-apps/numbers.jsp?locale=en&type=OrdinalRules
http://st.unicode.org/cldr-apps/numbers.jsp?locale=en&type=NumberingSystemRules

It probably wouldn't hurt adding another warning that changing the rules does not automatically submit the rules like the rest of the survey tool. A Trac ticket needs to be submitted to make changes, which can be done by following the link at the bottom of the page. People seem to be too timid to experiment with the rules when they think that they're submitting actual revisions. The syntax is foreign to a lot of people. Some people think that we just fill out a huge table, when it's just automatically generated from the rules.
