Duration patterns incorrectly interpreted in Survey

Description

Duration patterns (in Lang/Units/Duration) are incorrectly scanned by the Survey tool:
(1) it parses them as if we were entering individual units or terms and signals the presence of ASCII quotes (' or "), claiming they should be converted to rounded quotes, when they are used in fact in patterns for escaping litteral characters (for example: h 'h' m 'min')
(2) Litterals are then effectively rendered, but not completely litteraly: the 'h' litteral unexpectedly becomes 'H' in the sample.

All 3 items (hms, hm and ms) for duration patterns are affected. This gives false hints to translators.

Thanks for the bug report. I don't quite understand what the bug is. When I look at http://st.unicode.org/cldr-apps/v#/fr/Duration/586299d2628a1573, I can put in h.mm or h:mm and it works fine.

Can you state what you tried to add as text, then what the survey tool changed that to?

Just consider this format (which is one of the formats also proposed in Windows), you'll understand

h 'h' mm

The survey tool incorrectly says that ASCII quotes should be replaced by rounded quotes. But these are not literal quotes but escaping quotes in patterns.

And when a litteral character is quoted, it MUST NOT be altered (here the literal h between quotes, is incorrectly transformed to uppercase H in the Survey tool when it shows the formatted sample value)

In fact reread exactly what was in the ticket. Everything is said there.

I did not mean that the survey modifies what we enter, but it gives false hints and incorrectly display the format.

(In fact it also does not use the SELECTED format to show the samples, but uses only the first format in the list of proposals, to display the sample, something which is also incorrect)

In other words, samples are most often incorrectly formatted (in every language) when there are multiple choices for patterns (all choices show the same formatted text in the displayed hint, meaning that we cannot really choose and see their effect)
