Description

All 6 self-locked users gave this reason: “too many emails/too much ‘spam’”

Perhaps we should allow a "daily digest" mode for email notification.

Daily, hourly, and immediate sounds good to me. The "immediate" option could even be silently configured for every 10 minutes in reality, to create a buffer for very active forum (or, you know, backlogged email traffic in case that would ever happen...).

consider opening "interest list" modification to ALL vetters, to opt in/out of sublocales.
