Provide different reason for UK

​Doug raised a good point on the PR299 issue (flags).

CLDR treats UK as deprecated. When a code is deprecated, we strongly discourage its use in new data, but normally allow it for old data. But the UK is somewhat different, since it really shouldn't ever be valid as it stands. The purpose for UK in CLDR metadata is so that locale ID canonicalization can map en-UK (which occurs quite often) to en-GB, and so on. (We do this also for overlong codes like eng-GB => en-GB.)

We currently have:

We need to distinguish this from cases like "SU" or "TA", which are also "exceptionally reserved" by ISO. Both of those are in BCP47, while UK is not. We can't just use BCP47 as a validity, since that doesn't have XK.

I suggest that we add a new reason attribute "invalid", and use it to mark UK, and the overlong codes that are not in BCP47. We can then refer to this feature in the text coming out of PRI 299. (It will also be a useful addition for other reasons.)

For backwards compatibility - add an additional attribute instead of creating a different reason (per TC discussion 2015-07-17).

This has less priority, because we now have the validity work. So pushing to next time. Also, I think a separate attribute isn't necessary, and that needs discussion.
