Romansh dates: “da” + vowel should become “d’"

Description

Current date format for Romansh [rm]: venderdi, ils 21 da avust 2015
Should get formatted as: venderdi, ils 21 d’avust 2015

Likewise: d’avrigl, d’october
But these should stay the same: da schaner, da favrer (and any other months starting with a consonant)
The general rule is: da + vowel --> d’

Hi Peter, since the CLDR survey tool is currently open, is it OK to fix the problem via the tool, following the Catalan example? Or is it better to do the fix directly in Subversion? (Apologies for my nagging, but it would be nice to get this fixed eventually... the bug has been open for over 2 years).

If you follow the comment thread, this bug is no longer about fixing the data (and yes, we could do that in the ST). It is about updating the translation guidelines to describe how to deal with this kind of thing.
