Use case for 'or' list

Description

We've held off having formatting for an 'or' list until we had a client use-case, but now it appears we have one, such as in composing messages like:

Pain: acute, frequent, severe, or throbbing

I suggest that we add the following to English and root, and populate it in v29 for the CLDR locales.

We also have a use case for a "time ordered list", eg

wait, watch, then go.
