Impossible rules for "ak" (Akan)

Description

Trying to validate the different rules while implementing an i18n library, I came across this failed assertion for the locale "ak" when n is 0.1:

The ONE rule states that n = 0..1 (n is between 0 and 1, right? Since n includes both integer and decimal parts.)
The OTHER rule states that it must include 0.1~0.9 (range), which contradict the ONE rule. I don't speak this language, but it seems to me that the rule can be fixed if the ONE rule would be i = 0..1 instead, no?
