Add language to Spain(ES)

Description

<language> Valencian
<speaker population> 2.4 million (2004)
<literacy in territory> 53%33 (2004)
<plus references> https://en.wikipedia.org/wiki/Valencian

This is a variant of Catalan, but in some international studies due to pressure by governments (and also due to minor regional differences in vocabulary, grammar and spelling), different versions of materials are elaborated, and therefore different language assets are necessary (TMX, XLIFF, TBX, SRX), including different language subtags.

Set to 53% of 2.4 million. However, it seems mostly spoken, so set the writing pop down (until later evidence suggests higher literary use).

  • Milestone changed from 29 to upcoming

Pushing this to future release. This needs a bit more investigation, and we will need to decide how to add it and what tag(s) to assign. There is not a separate language tag for Valencian. It's lumped with Catalan in the IANA subtag registry, and isn't in Ethnologue as an separate language.
