es: Spanish needs a leading zero for midnight only on 24-hour clock

We have a report that Spanish uses leading zero for midnight, 00:00, but not for any other hours, such as 1:00, on the 24-hour clock.

According to our Mexican linguist, the same format can be inherited by es_419 for the times users opt not using 12-hour format.

I recall we did different formats for thousand separator for Spanish (can't find the ticket, if there was one), where 1000-9999 would not have a separator, but values 10,000 and over would. Perhaps we can use a similar logic here?
