Activity vs Vot count

What’s the difference between Activity? Vs. the Count for locale?

Here’s an example of where they differ.
User ID 1490 has 896 Activity, but has 449 Count on locale.

What’s included in the Activity count?

Some users have identical vote vs Activity counts, but some are off by a few, and in case of Taiwan it’s half.

I think activity is 'user did vote for something' - they could have voted for one value and then voted for something else. Vote count would be 'number of total unique votes cast'.

We added tracking for activity because there was a desire to know which days users actually did some work. So that is going to be at least equal to, but possibly greater than, the end vote count.
