Add spoken-language locale "ars", part 1 (name, plural rules)

We would like to add a spoken-language locale "ars" for the Najdi Arabic dialect used in Saudi Arabic. The locale data should all alias to "ar_SA". The should behave similarly to the way "mo" is aliased to "ro_MD", except that "ars" is not deprecated as is "mo". We may want to add a new value for the "reason" attribute in <languageAlias> elements - perhaps "spoken" or something.

Other things we should do:

  • We should provide localized names for this. For example
    • English: "Najdi Arabic"
    • Arabic: "اللهجة النجدية"
  • In plural rules, "ars" should map to the same rules that "ar" does.
  • Collation for "ars" should be an alias to "ar".
  • Likely subtags for "ars" should be "ars_Arab_SA"

Maybe use reason="dialect" instead of "spoken". Will need thorough testing.

Under this ticket all I am doing is adding the localized names in English and Arabic and the plural rules mapping. I have spun out other tickets for the rest of this:

  • cldrbug 9732: to do the aliasing of "ars" to "ar_SA"
  • cldrbug 9731: to add "ars" as a language for SA, which will generate the likely sub tags info.
