"Manager" can't see "Priority Items Summary"

One of the main reasons to have a Manager status is for "Priority Items Summary", but they are not enabled for it.

Not a top priority / roadblock, but this would optimize time allocations and provide better real-time feedback when working with our vetters and relevant PMs: at the moment, users with Manager access are not able to see the "Priority Items Summary" - during v32 submission and vetting steps, this resulted in

Google PM downloading and sharing overall run rate reports on daily basis in form of spreadsheet
users with Manager access reviewing dashboards at individual locale-level only and combining data, when trying to monitor general progress across multiple languages

Both processes are doable, but time-consuming - as such, I am moving the priority to "medium" and milestone to v33.
