As the rule said in ticket

From my deep with local language experts, Latin American Spanish should have the same rules.

So, I think es_419 have some left problem.
For example:
<dateFormatItem id="yMMMEd" draft="contributed">E, d 'de' MMM 'de' y</dateFormatItem>
this should be:
<dateFormatItem id="yMMMEd" draft="contributed">E, d MMM y</dateFormatItem>

I modify the file in update. Please check the update file.
I delete the MMMd, MMMEd, yMMM, yMMMd, yMMMEd and yMMMM in intervalFormatItem, because these can fall back in es file.

I added the same content in patch and zip form. Please use zip instead of unrar, it's a little more common for this tracker.

The other ticket mentioned in this one says that ‘de’ is indeed skipped when shortening dates. If the yMMMEd format is indeed a shortened form, then the ‘de’ prepositions should be removed. However, it seems that yMMMEd is the full date. In that case, it shouldn’t be changed.

From this define, i think the skeleton "yMMMEd" should represent a date with abbreviated month name and abbreviated day name.
And skeleton "yMMMMEEEEd" should represent a date with full month name and full day name.

So i change it to short one.
