Not sure what {OR} official region means, but Northern Sami is official language in Norway,[1] and administrative language in 7 municipalities.

The amount of speakers is about 4.6‰ [2]

Note that it is the Sami language that has status as official language, and that the variant is in use as an administrative language.

This is apparently a request to add "se" (Sami) language to "NO" (Norway) with user population 4.6% of country population.

"se" in "NO" already exists in the spreadsheet. Will update from 3.3% to 4.6%.

According to https://en.wikipedia.org/wiki/Languages_of_Norway#Sami_languages there are about 15000 speakers of Northern Sami (se) in Norway; https://en.wikipedia.org/wiki/Sami_languages#Written_languages_and_sociolinguistic_situation has the same value. With a total NO population of 5,147,792 (per the CLDR country_language_population_raw.txt file) that gives a speaking percentage of 0.29%, or 2.9‰ (permille), roughly in the same ballpark as 4.6‰. Certainly much less than 4.6%. https://en.wikipedia.org/wiki/Sami_languages#Written_languages_and_sociolinguistic_situation does say it is official regional in NO.

Rick, 4.6% is way too high. The request in this bug indicate 0.46%, Wikipedia has 0.29%, so somewhere in that neighborhood.
