Germ is a common language in the schools in Norway.

One source says 26.5 % learn the language in primary school,[1] another says 36 % in secondary school. [2]

If data about language learning had to be used instead of data on language proficiency, it would be better to use Eurostat data, to be consistent across EU. http://ec.europa.eu/eurostat/tgm/table.do?tab=table&init=1&language=en&pcode=tps00059&plugin=1

Based on the Eurostat data provided by Federico, we could set "de" in "NO" to 20.9%.

Other data for other countries is not relevant to this particular bug.

Well, as should be fairly well-known, Norway isn't part of EC.
If you want to use those numbers, at least check if they correlate with similar numbers from official channels.
