We'd like a new measurement unit, typographic "points".

For category length? Or perhaps a new category.

Add other typographic units - pixels, ems.

Put in category length, but have usage data.

All of the existing length units are an actual unit (e.g. they are all some multiple of a meter).
Points are also in that category, they are 1/72 of an inch.

However, pixels and ems are not a fixed size (e.g.the size of an em depends on the point size of a font, and pixels depend on display device resolution; they may have different sizes along different axes). We may want to think a bit more about how to handle these.

The units in cldrbug 8076: are not expressed as lengths but rather as number of pixels/dots per length unit (this does imply the length of a pixel), so I am not sure they should be in the length category.

I think all of these need more discussion except points, which are straightforward, so the others I will probably split out into a separate ticket.
