Another case where people got confused.

  1. We should always have "generic", and only have "standard" and "daylight" where there is a distinction between them.
  1. Our current situation has "standard", and only has "generic" and "daylight" where there is a distinction between "standard" and "daylight".

The change would be that if there is no "daylight", move "standard" to "generic".

I think this may require ICU implementation change, or hack LDML2ICU to match ICU's expectation.

I'm not sure what above really means. Does this mean no display name data is not provided for "daylight", or the zone does not observe daylight saving time?
