Add "ars" as a language for Saudi Arabia

Description

Add "ars" Najdi Arabic as a language for SA Saudi Arabia, with 8 million speakers (Ethnologue). This is primarily a spoken form used in central and north Saudi Arabia (incl Riyadh), though there is a written form (different from written standard Arabic) that is used informally. This would be similar to what we do currently when listing "arq" Algerian Arabic as a language of DZ Algeria or "ary" Moroccan Arabic as a language of MA Morocco.
