We override certain ICU classes during the CLDR development cycle, with changes we require for processing. These are in /cldr/tools/java/com/ibm/icu/*

We should have a BRS task to remove all these files, incorporating any fixes into the regular ICU source (sometimes just internal changes, sometimes as @internal API). As of now, these include:

When we don't do this, we find ourselves gradually drifting away from what ICU code does, which causes unexpected problems when the data is used in ICU. So it should be a regular part of our process.
