Incorrect Hebrew Plural Form

viewing the plural rules of hebrew language, I have noticed the rules are not quiet correct.
the plural form in hebrew are:
for single object (n==1) use the singular form.
for two objects (n==2), on specific cases, use the dual form, otherwise use plural form.
for 2-10 objects (n>2 && n<11) use the plural form.
for more than 10 objects (n>10) (notice there is no need to check the remainder of division by 10) one can use both plural form and many form (optional*).
*for example, 19 years ago can be translated as both:
לפני 19 שנה
לפני 19 שנים
both forms are correct in modern hebrew.
(it's in hebrew, sorry)
I suggest to further check this issue and updating this document
