Name for language nds

I ran across the following when enhancing the description of how to handle "dialect" language names.

We have the following in de.xml:

<language type="nds">Niederdeutsch</language>
<language type="nds_NL">Niedersächsisch</language>

That corresponds to English

<language type="nds">Low German</language>
<language type="nds_NL">Low Saxon</language>

Both of these seem wrong. That is, the element values are really synonyms: we should not make this distinction, and we should not have a special nds_NL.

That is, in both English and German we see the same name crossing the border:

I strongly suspect that in all other languages, translators simply made an artificial distinction in trying to follow the English.

We need to consult with native German speakers, but it might also be more customary to use the term Plattdeutsch in de.xml for "nds".
