Verify synthesizing annotations description, add TOC entry

As I read the description of synthesizing annotations in http://unicode.org/repos/cldr/trunk/specs/ldml/tr35-general.html#SynthesizingNames added per cldrbug 9834:, it would produce "police officer: woman" instead of "woman: police officer". Need to check this and update if necessary. Also the corresponding new section 14.1 is missing an entry in the TOC.

And I just realized there are now two sections 14.1, one in the TOC, and one not. That is too bad.

The changes in http://unicode.org/repos/cldr/trunk/specs/ldml/tr35-general.html#SynthesizingNames seem fine and the TOC is fixed. But those changes were not made under this ticket, they are not listed under the Review link. Is there a mis-ticketing problem?

Oh, I see, they were under r13304 for newly-created cldrbug 10104: (not under the r13305 in Review for this ticket)
