Use subdivisions for some countries

We can get finer-grained data for some countries based on their subdivisions. While this is not needed for most countries, for some that have very different language usage in different subdivisions, this can be useful.

I'd suggest doing it for India, in particular, and can supply the data.

So we'd have for example:
