Per http://unicode.org/cldr/trac/ticket/7100 , Occitan is an official regional language of Italy, so it's definitely ok to add. But what's the source for the number of speakers? I still can't find one. https://it.wikipedia.org/wiki/Valli_occitane#Note has some references but I don't see numbers in them at first sight.
