Telugu (te) for M*E*d date patterns wrong and inconsistent

Description (last modified by roubert) (diff)

From an public bug report we received (https://github.com/googlei18n/noto-fonts/issues/719):

"Also we use Month Date, Day format. జూన్ 25, శనివారం. This seems to be correctly presented in Malayalam but is sown as Day, Month Date in Telugu. So please fix this across the OS too.”

Currently, CLDR has them quite inconsistently. Some M*E*d* patterns from the latest te.xml file:

E, d, MMM y G
E, d MMM
d, MMMM y, EEEE (this is perhaps the only correct one)
E, d/M
E, d, MMM y

There's clearly something wrong in the CLDR data here.

Agree that the EEEE should come at the end
And the order should be d m y in patterns

I agree with the given suggestion and will follow this.

It is okay to go with d, M, y, E format. The format where the name of the day comes first (E, d, M, y) is preferential, if not incorrect. However, as majority is agreeing upon d, M, y, E format, we can use it to remove inconsistencies.

Added Apple votes for trailing instead of leading weekday. Please let me know if I missed any.
