I would like to help with the creation of an Ido locale. Ido has the official language code "io".

Ido is a constructed language made in the year 1907 and is one of the most popular constructed languages. The language isn't as popular as Esperanto, but it is surely more popular than Volapük. Esperanto and Volapük are both supported by CLDR, so it would be great if CLDR could also support Ido. All locales already translate the name of the language "Ido".

We need this locale so that we can have localized Ido language names in the MediaWiki software. The translation website translatewiki.net for MediaWiki recommended me to create this ticket.

I would also like to participate in making CLDR support for Ido. I have a fairly high level of fluency in Ido, and can help with translating.

This ticket has been marked as fixed 6 months ago, but I still don't see any new locale, and it is still unclear to me how people can help translating the locale. Are there any steps that still need to be taken?

You will want to obtain a CLDR survey tool account so that you can enter data for the various items. See http://cldr.unicode.org/index/survey-tool/accounts for additional information on how to do that.
