Revive time separator

Description

This is a placeholder for reviving the time separator.

  1. We make sure that the time separator is consistent with the locale's usage in datetime patterns.
  2. We introduce a new variable for the datetime patterns. Possible choices:
    • ⁝ U+205D TRICOLON
    • ⍠ U+2360 APL FUNCTIONAL SYMBOL QUAD COLON
    • ⦂ U+2982 Z NOTATION TYPE COLON
  3. We replace the time separator in the datetime patterns by the variable.
  4. We might want to create a copy of CLDR for one release with the variable replaced by the timeseparator??

One problem is whether people entering patterns are able to type the character using their keyboard. To address that we might want to use a more common keyboard character - but one not actually found in real date/time patterns - like e,g,:

  • = EQUALS SIGN (looks kinda like a colon)
  • | VERTICAL LINE
  • ! EXCLAMTION MARK
