Consider using <fieldLength type="short"> instead of e.g. year, year-short, year-narrow

Description

Currently the structure for <fields> is flat, and mixes the various field types (era, year, quarter, month, etc.) with their length (year, year-short, year-narrow). We should consider moving this to a hierarchical structure similar to other elements with length variants such as units; i.e., under <fields> we have fieldLength with types long, short, narrow then under that we would have the <field> elements with types for era, year, month etc.

This may have impact on current data consumers so we would need to conduct a public review first.

I think this is the wrong way of nesting. It should be "under <fields> we would have the <field> elements, then under that we have fieldLength with types long(-name), short(-name), narrow(-name)". That way closely related items are kept together rather than spread out.
