Hangul - KS X 1026-1:2007 (B.16.1) 

[115-C11] Consensus: In response to the new Korean standared KS X 1026-1:2007, the UTC reaffirms that normalization cannot be changed. The UTC understands that normalization cannot be implemented conformantly to the Unicode standard or to 10646 if done in the way that is specified in KS X 1026-1:2007. To address the concerns raised in the Korean standard, the UTC resolves to initiate a Unicode Technical Report that specifies a preferred representation for Korean text and mechanisms for conversions to that representation. The same considerations will apply to all future CJK additions.
